Since the passing of the original Hawaii charter school law, it has been an uphill battle for equity of funding and support for charter schools. Because of its innovative nature, public charter schools often look different and are hard to understand for government systems as they are constantly challenging traditional and existing models of educational operations, methodologies and pedagogy. HPCSN is committed to quality and innovation in education and is providing the needed support and advocacy to help charter schools focus on the business of running their schools and providing excellent education to Hawaii’s students.

- Provide resources, tools and/or services that support PROGRAM EFFECTIVENESS of public charter schools.
- Provide resources, tools and/or services that support OPERATIONAL EFFICIENCY of public charter schools.

Charter School History
Hawaii’s first 25 charter schools were authorized through Act 272 of the 1994 legislative session. The law created an opportunity for existing department of education schools to convert to “student centered” schools. Wai‘alae Elementary School became the first in 1995 and Lanikai Elementary School followed in 1996. In 1999 the Hawaii legislature again amended the charter law through Act 62 to allow new start-up charter schools and changed their designation from "student-centered" to "New Century" schools.
